Excerpt from Message of John Lee Carroll: Governor of Maryland, to the General Assembly, at Its Regular Session, January, 1880 Gentlemen of the Senate and House of Delegates: I beg leave to submit for your consideration the following exhibit of the business and condition of the State during the last two years. If I have gone somewhat more into detail than is customary, my excuse must be the great importance of many of the subjects to which I wish to refer. We may consider it a fortunate circumstance that with all, the depreciation of values and the great depression of trade, which has been universal during the last six years, the State has suffered such small loss in her investments, and that the burdens of taxation have been materially reduced. The direct tax which was repealed in 1872 has not been re-enacted and the revenue derived by the State from taxation is applied only to the support of the Public Schools and the payment of interest on the Public Debt.
